VR Template FPS - look up / look down not working

I have used a VR Template, in which I have added an First Person Charactor.
The FPS moves around perfectly and correctly in the Preview option.
However after packaging (for Windows 64 bit) The look up and look down axis does not functions.
Everything else is okay.
I can move around, I can look left and right.
But I can not look up and down.

This is the answer. I tried a million possibilities, even swithing off VR plugins.
But in the end it as simple as this.

At begin play > (uncheck) Enable HMD.
