Looks like a stride issue. We fixed a couple of those for 4.19. Dev-Sequencer is scheduled to merge up to the main branch today, so you should have the latest code in the Master branch sometime later this week. In the meantime, you could check whether there is another video track format that works (webcams usually advertise many dozens of different formats). We have not tested this particular camera model.
