pipeline for low poly assets creation

Hello everyone i am new to game design and trying to learn unreal for arc viz , i want to ask about what should be the asset pipeline for cloth related assets , i am trying to import it from marvelous designer - 3ds max to unreal engine but the mesh is very dense so the frame rates are declining , so please suggest low poly pipeline for meshes , should i do retopology , or baking normals is also not working in cloth meshes

in “blender” you can decimate mesh

but decimation doesn’t retaining the quality of the mesh as it should be looking.
