I’m using UE 14.8.2. I build the engine from the source. I also build the Unreal Lightmass. When I build the lighting for the empty project it stuck at building texture streaming at a random number of percentage e.g (32%).

Was the firewall for me i disabled it and it worked:)

It has to be something with the swarm agent thing that it won’t run.
Although it doesn’t always happen for me and restarting the computer is a workaround
Build Light-mass from Visual Studio. It Solves for me.
