How to use Layered Blend Per Bone with Pelvis Bone

The layered blend per bone is a top down blend from parent to children. as I understand it.
what if I want something down the chain to not blend. eg IK.

layered blend per bone seems to be contrary to IK as it works on the premise of FK. so, is there a way of using a layered blend per bone with IK?

Basically if you add a joint with a negative blend depth it removes its influence.
