So I'm trying to add depth to this bullet hole material that changes based on wherever the player shoots and I can't use parallax occlusion because it's not a static image

Parallax Occlusion is a highload algorythm that takes a lot of resourses. Hundreds of simple bulletholes cause to fall FPS, hundreds of POM bulletholes cause to system crash. My suggest - use simple bulletholes and wait for Epics invent something suitable for this topic.
