If I pay once and cancel, am I still able to use the Engine without access to source and updates?

I was told I can pay once and cancel and still use the Engine without access to the source & updates. Will I have access to download the old version I bought? Do I need to be subscribe to notify Epic before publish? Can I create a video for STEAM GREENLIGHT (Steam Greenlight)? Does UE4 support Blender? If I make my game for PC and decided I want it for consoles as well, but I don’t have subscription plan. Do I need to include that when I start notifying Epic and need to be subscribe? Anymore details that’s not mentioned would be nice to know because I would like to buy my copy of UE4.

Absolutely, feel free to make any form of videos. Linear media (Non-interactive videos/movies) is not subject to royalties.

Does UE4 support Blender?

We are working on making support for the Blender to UE4 pipeline better. In fact, we just donated $10,000 to their fund and had our staff talk with them about updating their exporter systems. In their current states, Blender FBX models and UE4 do work together, but may require some additional tweaking. If you wish to gain console support, you will need to contact us after being approved by the console’s owner as a registered developer. To receive access to UE4’s console support please email with your full name, company name and type (such as Inc., LLC, Ltd.), mailing address, and email address associated with your registered console account(s). Epic will send you an electronic Non-Disclosure Agreement (NDA) via DocuSign. Once you’ve completed that, we’ll send you an email containing instructions for accessing the console code and tools.

Anymore details that’s not mentioned would be nice to know because I would like to buy my copy of UE4.
