Error building for Android

Hi,

I have UE 4.16 I downloaded from the NVidia repo which contains hairworks.

I am trying to build the project for Android but I get the following error. I have installed Windows 8.1 and Windows 10 SDK has another post had suggested. Can somebody help me out with this please? I am quite new to Unreal.

I created a C++ script as suggested here That didn’t help either.
