Cloth simulation interacts weirdly or not at all with physics asset?

I have a problem with the cloth collision and cannot get it working. Most common problem with cloth seems to be with size of the mesh and I tried all the fixes from other posts about similar problems, like rescaling the mesh in blender and changing scale in unreal. When I scale the mesh to about 200x200x200 approximate scale and apply cloth, the approximate scale changes to about 10,000 and it doesn’t interact with collision at all. When I changed import scale to 10, reimported the mesh and applied scale, the cloth seemed to interact with something in a weird way.
