Looks like it tries to use Incredibuild but runs into problems there.

If you have any local firewalls enabled I’d check there if you can permit anything.

Otherwise you might try just disabling incredibuild/XGE in your BuildConfiguration.xml:
(usually found in “%AppData%\Unreal Engine\UnrealBuildTool\BuildConfiguration.xml”

Add the line <bAllowXGE>false</bAllowXGE> like so:

         <bAllowXGE>false</bAllowXGE>
     </BuildConfiguration>
