There used to be an option to “Tear off a floating copy” of the Perspective window so that you could maximize the view on a second monitor. I can’t figure out how to do this in Rocket.

Sorry, I found the solution right after posting. For anyone else who couldn’t figure it out, the Perspective View has a little yellow arrow in the top left corner that will bring up a tab when click on it which will then allow you to undock the viewport from the Editor and place it wherever you like. I am however having a difficult time figuring out how to re-dock the viewport.
Another option is to choose Window - Viewports - Viewport 2 and this will bring up a second viewport that you can use on another screen. Very awesome!
