Replicating actors causes teleportation?

So im having an issue replicating block placement for my game, first off i am doing this in the player controller. when i set custom events to run on server or client it doesnt replicate to the serer/or client. when i set the event to multicast everything seems ok but the clients all get teleported underground if the server places a block
