My Epic Games Launcher does not graduate from a background process to a running application

I am using a windows 8 PC that reads 64 bit programs but it seems the Epic Games launcher forces me to use a 32 bit. I have tried all of the possible trouble shooting techniques such as running the app as an administrator, adding the following to the application target ( -SkipBuildPatchPrereq -OpenGL -http=wininet ) changing my IP settings, changing my internet settings, disabling my Firewall, Changing the compatibility mode to windows and giving full control to each account. Over everything, I’ve removed all files and restored my PC to factory settings, after doing so, Epic games still has not attempted to become a application from a background app. It only becomes a background app and completely ends its self as a background process. I’ve done all that I can do at this point, There is obviously an issue with Epic Games. I have never had any problems with launching any other application. Please get back to me when this problem, that many people with zero answers are experiencing, is finally resolved.
