[BUG] Landscape Sculpting limited to generated heightmap range

After generating a landscape using a heightmap (.png or .raw) you are confined to sculpting the terrain within the ranges generated from the heightmap. You cannot paint higher than the highest peak, or lower than the lowest valley.

Here is a video of the issue, it basically ends up flattening out the terrain to the upper and lower limits. All terrain generation settings are default.

Im not sure if intentional, but it is very annoying.

When you made the terrain your Z axis value was to low, the Z axis value determines how high and low you can go on terrain.
Try making a new terrain and move up the Z axis (might have to manually input the value)

hello im having the same issue, and when i try adding or subtracting to the z value (i have tried in scale and location not sure which of the two Z values you where referring to) and depending if im inputting to location Z value it would just move it up or down and if i input to the z scale it just scales it up or down
