UE 4.19 on 'Windows 10 Home' gives error when trying to create a new project

I am getting this error when trying to create a new blank project:

Failed to write output file "C:\Users\memos\Documents\Unreal Projects\MyProject/Config/DefaultEngine.ini". Perhaps the file is Read-Only?

and this error when trying to build any other type:

Failed to copy "C:/Program Files/Epic Games/UE_4.19/Templates/TP_ThirdPersonBP/Config/DefaultEditor.ini" to "C:\Users\memos\Documents\Unreal Projects\MyProject/Config/DefaultEditor.ini".

It seems that the paths to the files are broken because on Windows the folder separator is '' and on the error shows that it is trying to access files on paths with ‘/’ if you notice.

I installed editor symbols, because on another post with another version of UE this was the way to fix it. Next I did installation verification and still the same error and at last removed it completely and reinstalled it with editor symbols and still the same error.

Try to reinstall it from the start.

Ditto. A response to a similar question in 2016 suggested moving the project off of the C: drive.

Using I:\ as the root of the project solved the problem.
