The plugin is grayed out in VR template? with version 4.19 previous versions are fine.

ok you have to convert it to Unreal Studio Project in the Plugin settings under Unreal Studio tab.
Where is the “Unreal Studio tab”?
It’s in Unreal Editor under Edit > Plugins > scroll down to ‘Unreal Studio’ tab on the left > you’ll see a tooltip on the bottom with a button to convert project to Unreal Studio
