Light Complexity view mode broken in Forward Rendering

This has been reported in the past, but hasn’t been resolved (link). So it already existed in 4.17, while I can confirm it for 4.18 and 4.19.

When forward rendering is enabled, the light complexity view mode just displays a black image. This is particularly unfortunate, because this view mode is rather important for optimization. Even more so when using forward rendering, due to dynamic lighting being more expensive with that render path.

I’m using a GTX 970 with the latest drivers on Windows 10.
