It wont let me open Unreal Engine 3

Whenever i try to download and open the setup it will not let me open it. It says it is missing a file please help me fix this

I am sorry that you are having a problem running UE3, but the UE4 AnswerHub is only for support of the new Unreal Engine 4. Please follow the link that has provided to visit the UDK (UE3) forums.
