Why does the launcher not open,Why can i not open launcher?

When i try to open the launcher for the first time i get the wait symbol for about 5 seconds and nothing else happens. it is only in the task manager for the 5 seconds it is waiting. i cannot seem to get the debug logs. since i cant even open the launcher, getting them that way is impossible. from outside i did the steps exactly and nothing happens. here are the dxdiag
