Cloth in 4.19 seems to be interacting with weapon physics

I have a character asset with cloth that was working properly in 4.17. When we recently updated to 4.19 the cloth elements started interacting with the physics on the weapon as well as the physics asset that is assigned in the cloth settings. I can’t seem to find a setting to toggle this. Is there something that changed between 4.17 and 4.19 that would cause this behavior?
