I keep getting false 'complete compiles', that can only be fixed with a restart

Sense 4.18 I’ve been experiencing a very annoying issue. I press compile in unreal, it ‘compiles’ then it becomes clear the code didnt actually either compile or reload back into the engine. The only way to know it has occured for sure is by attaching to debugging and seeing it wont work because the code is mismatched, and once I’ve seen this the only way to fix it is to restart unreal.

I was really hoping 4.19 or 4.19.1 would have fixed this but it seems no dice. One of our other engineers is experiencing the same issue, so its not just a problem with my system. I also started another project to see if it would start happening and sure enough it did eventually happen with a fresh new project as well.
