Unreal Engine 4.19.1 won't start

After pressing launch the loading screen starts and after 9% I get a crash report.

I tried verifing and reinstalling the engine. I dont have any projects in the “Unreal Projects” dircetory.
I downloaded an older version (4.12) wich works perfectly fine.

hello fellas
i had this problem and my solution was to go to “C:\Users*user name*\AppData\Local\UnrealEngine”
then go to your engine version that crash and delete all the inside. and then open the engine.
