Foliage Painting on Landscape Layer

So I’m running into an issue with getting foliage to paint onto a specific layer. I had this working with a different project I had set up, now it’s not working. I’m somewhat baffled.

I imported all of my layers from WM and set them up accordingly with my layer blend.I have each layer listed.

Next I went and made a foliage type with the tree I wanted to use. I want to paint it on my Forestry layer. As you can see below. I have added the landscape Layer, I have added the proper landscape layer name. But it does not want to paint properly. Instead it paints over the entire landscape instead of the specific spots I want it to.

Am I missing a step? Or is this somewhat glitched with 4.19? I had it working just fine with another 4.19 project and I’m pretty sure I am following all the steps to duplicate what I did to get it to work the first time. Any ideas or help would be much appreciated.
