I started playing around the foliage brush and I noticed that the foliage behind another foliage shows on top of it. Check out the screenshot below so you can see what exactly is going on.
I switched blend mode from translucent to masked, this will then activate opacity mask. I disconnected my gray point from opacity to opacity masked and it solved the problem.
