Hello. Have you tried building the unrealbuildtool first? There are two things I notice in the build log.

Please verify that you have sufficient rights to run this command. 

The file path for your visual studio says enterprise. Have you tried building with community edition?

Notice these are 2 different paths / versions of the Windows 10 SDK.

We started getting this after installing VS2017, which most likely installed a different version of the SDK than what was previously installed.

I would say clean / rebuild fixes it, but it may build fine, then the next incremental build fails with tthe same problems.
