"Use Fixed Frame Rate" not working

The option “Use Fixed Frame Rate” doesn’t really lock the frame rate, unless I go back to the settings, unflag and flag it again - then the magic happens: after a few seconds, the frame rate gets locked.

This occurs with only one of my projects: I tested other ones (also on the same engine version, 4.17.1) and with them the option works immediately.
