It would be helpful if you could describe a bit more in detail, what you mean by “I cannot use it”.
Have you tried to kill it using the task manager?
When you click on it, on the task bar, does anything happen at all? i.e. does windows act like it normally does, and you just never see the window? When you hover the mouse over the icon on the task bar, does it show the small image of the launcher window over the task bar, and then if you hover your mouse over the image, does it “ghost” out all other windows, and show the launcher?
Any information you could provide, would help reach a faster resolution for you.

If it says it is running in the Task Manager then find the icon in your System Tray and double click on it to open. You might need to press the small up arrow to find it, here’s an image showing what I mean:
