Why does the viewport toolbar all of the sudden looks different

I was working on a project for about a couple of hours, which I had step out for awhile. Then, when I came back the viewport toolbar is different and the translation, rotation, and scale modes are locked. In addition, there is a new transform icon that says it can translate and rotate in 2d mode. However, this is locked as well. I cannot access any of the transform modes, and it is locked on move tool. How do I get the original toolbar back??? Here’s what it looks like

I am still having this problem. I wonder if I accidently pressed a hotkey, which causes the viewport tools to switch? This is really annoying because, as of now, I cannot toggle between world and local space, as well as not being able change transform gizmo modes. (ex. move, rotate, scale etc.)

In the mean time, I did see that I can use the hotkeys while swapping between different transform modes, but the hotkey, ctrl + space, which is suppose to toggle between world and local space, is not working, and this is an important feature that I use often. I do I get the default toolbar back?

I can’t answer for all cases, but in my occurrence, it switched to this mode when the Editor’s layout was changed and I went to Menu Bar > Windows > Load Layout > Default Editor Layout. That triggered the mode in the image about and the behavior described. The only solution, thus far, is to go into Play mode (PIE) and exit (Esc). Then the viewport tools return to normal and behave normally. Hope this helps anyone who runs across this.
