Can't get Unreal to work and can't un-install it

Installed Unreal on Windows 8 today and can’t initialise even an empty project because of this error:

An error occurred while trying to generate project files.

Running C:/Program Files/Epic Games/UE_4.20/Engine/Binaries/DotNET/UnrealBuildTool.exe -projectfiles -project=“C:/Users/Me/Documents/Unreal Projects/MyProject/MyProject.uproject” -game -rocket -progress

I can’t un-install Unreal because whenever I try it says it can’t because Unreal is running even though the Task Manager assures me it isn’t.

Can anyone help me either get Unreal to work or get it off my hard drive where it is taking up a lot of space.

I uninstalled version 4.20 from the Launcher and installed version 4.19, when I run 4.19 it says “UE4Editor exe - No disc Please insert a disc into drive E”

Do ANY versions of Unreal work?
