Can't package APK in newer engine version

Hello, I could not package for Android when using 4.20 nor 4.19 whereas with 4.14 and 4.8 it works well, I have CodeWorks installed and checked Android-SDK and all the paths to sdk, ndk, java etc are setup correctly as follows:
SDK: D:/NVPACK/android-sdk-windows
NDK: D:/NVPACK/android-ndk-r10e
ANT: D:/NVPACK/apache-ant-1.8.2
JAVA: C:/Program Files/Java/jdk1.8.0_131
SDK API Level: matchndk
NDK API Level: latest

Downloaded CodeWorks 1R7 and ran Chooser.exe and checked ndk r15c, solved my problem
