My lights are projecting too much color onto my scene

Regardless of my intensity, indirect lighting settings, saturation, etc. my scene always seems to be blown out by the light’s assigned color. For example: if I place a spot light with a very unsaturated blue in my scene, the light within the cone will be the correct color, but the meshes outside of the cone seem to reflect an extremely saturated blue. If I switch the light’s color to white, since the default color for everything is red, the light’s reflection outside of my light’s cone will also be an extremely saturated red. I have a light mass importance volume and a post process volume enveloping the space just around my scene and my post processing volume has min and max lighting both set to 1.
