Anim notify fails to fire at the start of an animation 4.19

I’m seeing an issue with anim notify failing to be sent if it is within the first couple milliseconds of an animation. If the notify is moved later in the animation it plays fine. After some digging it looks like

FAnimInstanceProxy::IsSlotNodeRelevantForNotifies

is returning false because it still has the default values. Has this by chance been fixed in 4.20?
