Build laggy, but no lag in editor

Hello,

I got 90 fps when playing the scene in the editor in VR with instanced stereo, but when i package the project i got around 15-20 fps in VR.
Are there any known problems in 4.19.2 with packaging or is it possible to build a version that is exactly like when i get in the editor? Attached i included the settings im using - is there something i`m missing?

i deleted everything in the scene now and i am just left with a box and rebuilded the light aswell. Still i get a laggy export
