Mutliplayer Spawn Lag

How Do I Find Or Guess Delay Between Spawning A Actor On Dedicated Server And Replicating Its Creation To Clients?
For Instance An Actor Is Spawned At 10s On dedicated Server And Client Receives It at 12ms
I Tried Using GameState->GetServerWorldTimeSeconds(); But It Seems I Get Invalid Value Each Time. Negative Lag. :))
