Can I use the default mannequin in a commercial game?

Yes, you may use the mannequin in commercial applications, but you should remove any trademark markings (e.g. UE4 logo on the chest).

Yes, you can use the assets that Epic has released/included for a commercial game that is using the UE4 engine. Hence you could not take the assets, and bring them into another game engine and use them with the "other game engine". But so long as you are using the UE4 engine, you're fine.Assuming of course, that you do pay the royalty of 5%, when you exceed the threshold of 3000 dollars in a quarter (3 months).
Hope this helps,
