Mesh is offseted when cloth simulation starts?

When i apply cloth on the characters clothes it starts cloth sim from an offseted position and it falls down in a wrong position.

Sometimes(rarely) it falls in the right position and not in between capsules. The physics seem to be working properly, even when it falls wrongly. How can i fix this start position cloth sim problem?

It might be a bad angle, but settled laggs out in between capsules, because it starts at an offset and then physics takes over.

Whats wrong with the settled?
