yes you can, i have tested this personally using an external drive in my pc and laptop, both with different versions of windows 10, and it worked perfectly.

Technically, yes, UE4 should work on any computer as long all prerequisites are installed, also for comfibility of use you need to resister it with UnrealSelector

Legally, yes but only you and other people who have accepted EULA and have access to UE4 can use it. It’s also reason why GitHub source access requires those extra steps.

Idk if it works like that because I tried and failed, extremely failed, and because of my stupidity also. While installing, my computer started lagging, and finally, it went out.
