4.20 Crashes when importing FBX if r.GPUSkin.Limit2BoneInfluences=True

Steps to reproduce:

Clean ThirdPersonExample project.

Insert this into DefaultEngine.ini:

[/Script/Engine.RendererSettings]
r.GPUSkin.Limit2BoneInfluences=True

Import the FBX attached.

Crashes with a missing shader error.

I tried to submit a bug report online however that…well…froze and didn’t work.
