DelayFirstLoopOnly in Partice Emitter not respected on Play in Editor

I’m attempting to setup a particle system to mimic light flashes in a simple sequence. 2 lights (A and B) simultaneously alternating at 1/3rd second intervals as such (1=on, 0=off):

A: 010

B: 110

I have been able to produce the system I desire in both the Cascade and Niagara systems, both which have options for delaying one of the 2 systems to produce the pattern above. In the both system editors the effect appears as predicted, but once the system is played back in the scene editor the DelayFirstLoopOnly flag is not respected. While in playback I can uncheck and recheck the box and the desired result is now shown in the scene. Why does this not happen on the initial playback?
