How do I make normals of a flat surface converge in space a a point

Basically I have a surface that has a displacement map that represents a scene that I want to tessellate and displace from a flat surface with an animated depth map, how do I make the normals all converge at a set point in space so all the vertices displace towards the camera point the depth map was generated from.
