License cost for software needed to use Unreal

Hi Guys,
so I was wondering. As far as I understand, Unreal uses the Visual Studio build tools from Microsoft and comes with VS2017 Community as recommended Code IDE.

Let’s say I would publish a game with a company with two people. One is a programmer the other is an artist. What fees would I have to pay, besides the fee for Unreal itself? My question aims at the programming tools and IDEs.
And are there alternatives which are free?

you need to be looking at the software license of the particular software your using, but there shouldnt be any kind of royalty or payment beyond what you paid for the software initially. there may also be a fee to the publisher if you choose to go that route.

Yes that makes sense. But Unreal seems to be bundled with vs 2017 build tools on windows. So when using Unreal Engine, I need to pay for the use of the engine, as well as the vs 2017 build tools if certain conditions are meet. Am I right?
Now I’m asking myself: What would a company with two people need to pay? The unreal royalties are quite clear. I am concerned with the fees for VS2017 build tools.
Even if I would refrain from using VS2017 community I would have to install these build tools which do use the same license as VS2017 community as far as I know.

its really a question you should be asking microsoft. to my knowledge there shouldn’t be any fee that you need to pay to them since you are not selling their code. think of it like you wouldnt pay a royalty fee to adobe since you made your textures in photoshop. the royalty payment with unreal is due to it going free to use, if you were a major studio it probably would be a different license where a lump sum is paid for engine usage. a small dev team cant afford a million dollar investment but could afford a small percentage of their profit after reaching the payment threshold.

so in summary contact microsoft for questions about their license.
