How to setup an in game loading Bar?

Hello,
I am currently working on a “Capture the Flag” and need to have a loading bar that fills up whenever trying to pick up the flag and decreases whenerver the flag is dropped. imagine an invisible circle that will start appearing in a circular motion when we are picking the flag up, and decreases when u drop it to finally dissapear when the flag goes back to spawn after “3secs”

I have already set up the PickUp/Drop/GoToSpawn Flag blueprint.
I just need to integrate that loading Circle to show to time to the player

Anyhelp would be greatly appreciated especially for the creation of the Loading Shader
