How to rebind secondary action/axis keys?

I’ve tried to create a custom settings for setup controls at runtime trying to reach something like these:

I’ve tried these both methods:

But it works only when I have a single key for an action/axis. What I have to do to setup secondary key bindings as in the image above?

You could try to do secondary action that does exact same thing
