UE-51608 still reproducible win10 in 4.20.3

Hello,
I am still able to reproduce the bug mentioned in Unreal Engine Issues and Bug Tracker (UE-51608) in UE v4.20.3 (installed from Epic Games launcher) under Windows 10 and Visual Studio 2017 v15.8.8 - just had a new PC install.

I only followed the exact steps described in the original Issue and I am really confused in the status of this issue, because it’s marked as Fixed with a target fix for v4.18.

Could someone explain what did I do wrong that I can still see the bug? It’s really annoying.
