When I try to re-install epic launcher it says that Epic Games Launcher is Open even though i deleted it. (deleted from recycling bin)

So when I try and re-install the Epic Launcher via the Epic Installer 7.16.0 and when I use it it says that the Launcher is open, even though I completely deleted it. So what I’m I doing wrong or I’m I completely screwed?
