Why won't my Static Mesh component in the Blueprints Component tab rotate, scale or transform?
If the mesh is the Root of the Blueprint, it can't be scaled as it is the basis for all other components for that Blueprint. Try using an empty Scene Component as the Root, and make your Static Mesh the child of that. If that's not the problem, please provide a screenshot of how you have your components set up and we can look into it.
