Packaged mobile game runs slower than level launch build

I play my packaged cooked version and get 35 fps on my mobile. I launch from level in ue4 and I get 45+ fps on my mobile. Whats going on? Why do I loose fps when I package the full game? I am in prototyping stages using only 1 level so both versions are running the same thing. resolution is the same. Everything looks identical except fps.
