I get this error when I use the windows debug tool while making a Dedicated Server

I am trying to setup a dedicated server. This is what i did so far…
A. Run Setup.bat
B. Run GenerateProjectFiles.bat
C. Build the Ue4 Dedicated Server Files
D. Use the Windows Debug Tool
