Why is set resolution not working properly?

I have come across a problem with the console command to set resolution and fullscreen.

Here is an example of the issue.
Start game, go into fullscreen mode. Set resolution to 1920x1080, works fine. Change resolution to 1280x720 still in fullscreen mode works fine, just lesser quality as expected. If I try to go back up a resolution higher than the last lowest resolution, there is no change. In order to get it to recognize again I have to go into windowed mode but the mouse is still recognizing the previous resolution. So there is an “invisible” 1280x720 boundary restricting mouse movement. You gain focus again by grabbing the window if it is in range or by hitting alt esc however I don’t think this was intended.

The strange part is I don’t have this problem when I have both of my monitors on. Everything works fine. If one monitor is enabled then I have this problem.

I’m curious why this happens with single screen and not with dual screen. Is there a possible fix or am I doing something wrong.

Also, is there a console command for apply settings?
