Steps to reproduce:
- Create an empty project
- Save the default level and make it a game default map
- Make sure that “Start in VR” is unchecked
- Package the project and save it somewhere (v1)
- Turn off SteamVR and Oculus VR plugins, turn on Microsoft Windows Mixed Reality plugin
- Package the project again (v2)
- Plug in HTC Vive, run the v1 - the project started not in VR
- Unplug Vive, plug in Samsung Oddysey, run the v2 - the project started in VR
